Frank was born in Navasota, TX on June 17, 1940, the second of three to the union Sammie and Jessie Williams, who both preceded Frank in death.

Frank attended school in Navasota, TX at George W. Carver and graduated in the class of 1960. He also played the Trumpet in the Carver band.

Frank loved the Lord, whom he always worshipped. He attended Friendship Baptist Church, New Bethel Baptist and was a faithful worshipper at Good Street Baptist Church.

Frank leaves behind to cherish his memories a host of family members, cousins, relatives, friends and associates.
